Neptilius
Neptilius is easily considered the absolute best aquatic mount and one of the strongest overall Pals in the game. Nothing else comes close once you enter open water. If most of your exploration involves crossing oceans or reaching remote islands, Neptilius is the right mount for you.
Its swimming speed is noticeably higher than that of every other aquatic Pal. Neptilius can leap across the water with impressive momentum, which makes long ocean journeys incredibly quick.
The ideal passive setup includes King of the Waves, Ace Swimmer, and Dimensional Leap. Once all three are combined, Neptilius becomes even faster than its already impressive base speed.
Necromus

Not only that, Xenolord’s partner skill gives you an additional riding speed increase while also boosting the damage dealt by weapon wielding Pals, giving it even more utility. The fastest movement build uses Dimensional Leap, Swift, Runner, and Nimble.
Many experienced players actually choose Xenolord over Jetragon because the tiny loss in speed is more than compensated for by its superior stamina and versatility.
Jetragon
Even after the release of Version 1.0, Jetragon still sits at the very top when it comes to raw flying speed.
